بدیهی است تشکیل اتحادیه نیاز به رای گیری عمومی دارد. اما قبل از رای گیری نهائی لازم است که موارد زیادی تهیه گردند. از جمله این موارد  عبارتند از	Obviously, the EU has required a public vote. But before the final vote is necessary that many cases are prepared. Among these are:
